(a)Whoever has in their possession an open container of fermented malt beverage or intoxicating liquor while on town property located on the "Island," Torpy Park, Dorwin Park, or the Minocqua Ball Park may be fined not more than $50.00 for the first offense, $100.00 for the second offense and $250.00 for the third and subsequent offense.
